Physically this is a printed decal, not cut vinyl, and that is what makes the design possible: hundreds of separate round dots would be impossible to weed and tape as a single-colour cut. Printed, the whole grid comes off the backing as one piece with the gaps between the dots showing whatever is behind it.

The design

The dots are laid on a regular square grid and clipped to the national border, so the outline reads as a soft pixelated edge. One column of dots is coloured bright blue, running top to bottom near the centre — a meridian marker that gives the flat grey field a focal point. The narrow spur of dots reaching out to the north-east is the Wakhan Corridor, the 350km panhandle that carries the border all the way to China.
